The long-standing partnership between SQR and The Library Project continued last month, as reported by SQR’s Development Coordinator, Li Jiehao.
In the week beginning October 19th, The Library Project’s China Regional Director Jenny Wang and Donation Team Leader Jocelyn Jia, together with two Swedish volunteers — Jennifer and Tarlan — and myself, visited rural village schools around Baoxing County, 130km west of Chengdu.
During this five-day trip, 14 village primary school libraries were established in the following villages:
- Wulong Fengshou Village School
- Shengli Village No.1 School
- Shengli Village No.4 School
- Tuanjie Village School
- Modaoxi Village School
- Dayu Village School
- Heping Village School
- Leile Village School (in Qiaoqi Zangzu Town)
- Kari Village School
- Kari Fengshou Village School
- Jiala Village Qinglong School
- Zegen Village Jiajin School
- Zegen Village School
- Yaoji School
Like a lot of village schools in earthquake zone, these schools were all damaged to some degree, but fortunately none of the students and teachers of these schools was injured during the quake. Well over a year after the quake, the village children have moved back into newly-reinforced classrooms.
These village schools generally comprise one class for each grade from Grade One to Three, each class having around 40 students. Three to four teachers are responsible for the teaching, school management and maintenance. Due to the lack of the educational funding, these schools are usually suffering from extremely poor teaching and general facilities (see the similar conditions of a village school in Qingchuan County).
SQR helped The Library Project to identify the 14 schools listed above, and were there to help the schools to improve both the students’ extracurricular study, as well as teachers’ resources, by bringing them around 300 books and other reading material suitable for each age group with which to establish a lending library.
The members of The Library Project also trained the teachers in some basic librarian skills, and explained how the provided books could be best used in daily education. Jenny Wang said that these suggestions definitely help schools to maintain the usage of the books themselves and to make the most of every single donation.
As well as immediately seeing the benefits that The Library Project brings to these village schools, I was able to use the skills I learned from observing Jenny and the team when I visited Yanyan Village School a few weeks later.
Well done to Jenny, Jocelyn, Jennifer, Tarlan and The Library Project as a whole for keeping up the good work. We look forward to working with you again in the near future.

A note from Philip Greening-Jackson, who is working in Dujiangyan.
We have a scheme here whereby we are going to provide occupational training to people disabled as a result of the quake. I am going to teach free, as are most of my colleagues.
We have got some equipment promised and a bit of funding but have come up RMB80,000 short. This is because we shall have to construct wheelchair accessible accommodation for these people. We will be given land and local friends will even organise the construction but we still need that last bit of cash.
We really have come to the end of our own resources now and have to look elsewhere! Please contact us if you can help.

四川地震灾区教师参加紧急避险和救护培训

100 teachers from different schools in quake-hit regions of Sichuan were selected to be involved in a training course, which is mainly focus on escape and evacuation in emergencies and paramedical knowledge and skills.
This training course is one of the reconstructive projects initiated by China Red Cross Fund. CRC’s training centre is with responsibility for the practice of such projects.
“守护生命——灾区师生紧急避险和救护培训项目”日前在京启动。该项目属于中国红十字基金会“5·12”灾后重建公开招标项目之一,由中国红十字会总会训练中心具体实施。此项目从四川地震重灾区的近百所中小学校中首批挑选了百名教师,对他们进行实地紧急避险和卫生救护知识与技能培训。

心理援助培训班为灾区的人们打开心结
The Wenchuan earthquake happened nearly a year ago, and everyone has tried their best to reconstruct their home towns. But the mental healing is a long process. Recently, the International Cooperation Agency and All-China Women’s Federation, has been focusing on providing vocational training for survivors, in order to help them cope with some of the effects of the disaster on mental health.
Earthquakes occur frequently in Japan, and the Japanese have a great deal of experience about how to help quake-afflicted people overcome the barrier of fear. A 41-year-old Japanese man, assisted in the rescue work. In spite of the frightening situation, he insisted on taking part in the relief work. After the earthquake, he couldn’t sleep at night, and he couldn’t forget quake-afflicted people’s faces. He lives in a car, in order to escape from any future earthquakes.
“Many people after this earthquake also have psychological problems , but they don’t know how to deal with it, we hope we can help them through it in positive ways,” said Mr. Kato, the Deputy Director of the Mental Health Centre, in Hyogo, Japan.
“Through this training course, I know not only children need psychological aid , but also the teachers need this help. I will try my best do my work well, I believe our love will help children in the disaster areas,” wrote Luo Xiaoyan, from an experimental primary school, after the training.

距“512”汶川大地震发生已近一年,家园通过重建正逐渐恢复昔日的美丽,而如何进行“心灵的重建”却是一个艰巨而漫长的过程。日本国际协力机构和中华全国妇女联合会日前在成都举办了面向灾区从事心理援助工作人员的培训班,以帮助更多的人走出心理阴影。
作为地震多发国的日本,过去曾遭受过数次重大地震灾害,在针对受灾民众心理持续支援活动中积累了十分宝贵的经验和见识。日本兵库县心理卫生中心副主任加藤宽说,日本有一名41岁的男子,地震后参加救助倒坍房屋下的居民,看到了惨不忍睹的尸体,并坚持开展救助活动。但夜里他开始失眠、做噩梦,即使在清醒时也会回想起挖出来居民的面孔。此后的一年半,他住在车上,不愿回到原住地,以便再次地震时容易逃离,而且再也无心工作。在四川地震灾区,很多人正面临着同样的心理问题,自身却并没有意识到。”加藤宽期望通过专业的心理援助,让四川地震灾区的人们打开心结,尽快走出心理阴影。
“我看到原来不仅孩子需要心理援助,老师也同样需要。作为一个普通人,我希望能做好最善良的自己,用一颗阳光的心去驱散地震带给孩子们内心的阴影。”来自绵竹实验小学的罗晓燕老师在培训会上写下这样的感想。

参与灾后重建的建筑农民工 也可领培训券了

In a recent meeting Chengdu Employment Bureau announced that migrant workers who had engaged in reconstructive business had become part of the population who was entitled to apply the Employment Training Voucher. According to the chief of the bureau, Wang Weihua, the ticket one can apply before the deadline 30th April values 500 Yuan and can be used any time before 31st Dec, 2009.
221 training agencies in Chengdu were assigned to cooperate with this training program. Courses provide include housekeeping, computer technology, cook, electrician and so forth. “Most people would find something fits their need.”
成都市就业局召开新闻通气会公布就业培训券发放范围扩大至参加灾后重建的建筑农民工。
市就业局副局长王卫华介绍,申请时间至2009年4月30日,培训券的额度每人500元,2009年12月31日前有效。在有效期内,劳动者可持券选择全市221家定点培训机构的任何一家接受培训,培训项目涉及家政、计算机、厨师、电工等,“绝大多数人都可选到比较适合的专业”。

The Horizon Education group is running programmes across the affected areas to promote the standard of teaching in rural areas. Zheng Keke, the project’s director, told SQR that “in many of these poor areas the teachers themselves have received very little training and the standards of education are far inferior to the standards seen in the bigger towns and cities.”
Horizon sends experienced teachers to villages for extended periods to train the teachers on a systematic basis. To train all the teachers in an average school of 500 students costs about 50,000rmb per year. The group can also use the assistance of foreign and Chinese volunteer teachers for short and long term stays. For more information, contact yangfanhd@yahoo.com.cn

A group that has played a key role in promoting the development of civil society in Sichuan and China is in urgent need of financial support. Three days after the earthquake a number of NGOs forged an alliance known as the Sichuan 5.12 Voluntary Relief Service Centre. The network was highly effective in providing the groups with research data, policy analysis and information about all aspects of emergency relief operations.
The 5.12 group is now planning to register as an NGO itself and continue offering information services, lectures and training to the grassroots NGO that are affiliated with it.
To run operations efficiently, the group needs three full-time staff and two part-time.
Total administration budget for the next 12 months is between 200,000rmb and 250,000rmb.
They are currently looking for donors to support their great work.

Alpha Communities, who focus on long-term development through education, restoration of degraded environment, renewable energy and micro loans, have sponsored children’s education in Sichuan for over a decade. Since the earthquake, aside from immediate relief projects, they have focused in Sichuan on providing free vocational training to more than 60 laid-off workers in the area around Jiangyou. There is a wide range of training on offer, with most opting for courses in the construction and textile industries. “So far 60 people have finished their vocational training, and all of them have found a job,” Chris Turner, the organisation’s Executive Officer, told SQR.
They have now raised enough funding to put another 100 people through this vocational training after the Spring Festival, he said. On average, a three-month training programme costs 3,000rmb, and the participants are offered the option of a 3,000rmb micro-loan after they graduate.
