On 20th Feb, Taiping Community Centre in Lianfeng Village, Anxian, Mianyang City, which received 1.23 million RMB from Taiping Life Insurance Co., started constructing.
According to Du Shaoyou, the village head, the original community Center that had served 1143 ‘Left-behinds’ (children, women, and elderly whose relatives are away working, leaving them behind in their home village/town) from Lianfeng and other five neighbouring villages was destroyed in the quake.
The centre that is expected to be completed in June this year will be mainly used for Children and Elderly people and also a training centre for female villagers.

2月20日,在地震中遭受重创的绵阳安县联丰村太平文化活动中心正式破土动工,该中心由太平人寿保险有限公司捐款123万元与联丰村共同兴建。中心建成后将成为联丰村及附近5个丘区村留守儿童学习知识、留守妇女学习技术、空巢老人颐养天年的场所。
据联丰村村支书杜少友介绍,联丰村及附近的5个丘区村共有留守儿童643人、留守妇女400多人、空巢老人100余人。“5•12”地震使安县联丰村“留守儿童关爱中心”400多平米的公共设施和辅助设施毁于一旦。
预计该中心将于2009年6月前落成。

In a recent meeting Chengdu Employment Bureau announced that migrant workers who had engaged in reconstructive business had become part of the population who was entitled to apply the Employment Training Voucher. According to the chief of the bureau, Wang Weihua, the ticket one can apply before the deadline 30th April values 500 Yuan and can be used any time before 31st Dec, 2009.
221 training agencies in Chengdu were assigned to cooperate with this training program. Courses provide include housekeeping, computer technology, cook, electrician and so forth. “Most people would find something fits their need.”

Central Department of Education has released a series of preferential policy for this year’s college graduates. And students from quake-hit regions will also receive additional allowance (if needed) from colleges they study in when applying jobs such as travel expenses and commumication costs.

In line with a support program revealed by Beijing City government, job applications of Shifang students who have been studying in Beijing and intend to stay and work are privileged to be processed first. Moreover, a minimum yearly supply of employment position is promised to job applicants from Shifang.

根据灾区恢复重建对重建规划、建设施工、教育、卫生、科技、旅游、交通、农业等领域的重点需求,北京市将采取专家服务团、留学人才服务团或选派高层次人才等形式为灾区提供咨询指导、技术援助、人才培养等智力服务。三年合计派服务团4至5批,每批10至15人。

同时,每年组织由30人组成的北京知名教育专家和优秀教师支教团赴什邡开展为期一个月的支教活动,就地培训什邡市小学、初中、高中校长、管理人员和各学科教师,计划3年培训各类管理人员和教师3000人次。

On 20th, The Finance Commission of Hong Kong Legislative Council approved the proposal of an additional 4 billion Hong Kong dollars that will be added to the Trust Fund of Assistance on Reconstruction in Sichuan Quake-hit Region, which made the total capital of the fund rise to 6 billion.

According to Lin Ruilin, the commander of Hong Kong Department of Mainland Affairs, in July 2008, the Council had granted 2 billion Hong Kong dollars as assistance in the first phrase of the reconstruction. This batch of money will be used in 103 projects, including 80 in realms like schools, medical rehabilitation, and social welfare facilities; and 23 in Wolong Natural reserve.

The fund had started to accept applications from Hong Kong NGOs that were working on post-quake relief work in Sichuan in Oct 2008. By Dec, 12 application had been approved, the total amount of financial aid was over 87 million.

香港特区政府政制及内地事务局局长林瑞麟. 08年7月,特区立法会批准开立20亿港元的承担额用以注资基金,支持第一阶段的援建工作。此次申请增拨40亿港元,将用以开展第二阶段共103个援建项目。具体包括学校、医疗康复、社会福利设施等80个项目及23个卧龙自然保护区项目。

基金在2008年10月开始接受香港非政府机构申请资助,协助进行四川灾区重建工作。2008年12月,基金已批出12项申请,涉及的资助总额超过8700万港元。

According to the Sichuan Provincial Bureau of Civil Affairs, the draft of the feasibility study on Central-level Reserve Depot of Relief Supplies, which is planned to be installed in Shuangliu Logistics Park, was finished a few days ago. The 150-mu-occupying reserve depot is expected to go into service by the end of the year.

According to a source at the Mianyang City government, silt drainage of the Tangjiashan quake-lake is about to start, which is planned to be implemented in two phases, with an investment of a total of 160 million rmb. 
The water level of Tangjiashan Quake Lake has now stabilised at 718 metres, which is lower than it was shortly after the September 24th flood. However the Chengdu Investigation and Design Research Institute of China Hydropower Advisory Group, on the basis of various measurements and tests, urges caution: the lake still post threats to people downstream. Experts underlined that constant heavy rain and aftershock worryingly increased the possibility of mudslide that would cause massive siltation and consequent flooding.
As yet, there is no easy access to this area, and the restoration program recommended in the current feasibility report would be very challenging.  In essence, the plan is to excavate deep division channels, leaving 70-80 metre side slopes on 2 banks that consist of silted rock fragments, presenting considerable risk.
In line with the set plan, drainage and clear-up needs to be completed before the flooding season this year, which is a major part of the first phase of the entire project. Deformation inspection, facility installation and construction of levees are required to be finished by the end of 2009.
The estimated total investment of the whole project is approximately 160.41 million, specifically, 52.75 for the first stage and 107.66 for the second.

“9·24”洪灾后,中国水电顾问集团成都勘测设计研究院受委托,对唐家山堰塞湖一带进行了大量野外勘探、测量、试验等工作,形成结论:唐家山堰塞体整体稳定,但在持续强降雨或强余震等不利工况作用下,两岸边坡特别是堰塞体右岸一些冲沟存在滑坡、崩塌、泥石流等易发山地灾害,若泥石流造成泄流槽较大规模淤堵,有可能产生次生灾害,对下游防洪安全造成严重威胁,并也可能对上游治城灾后重建防洪保安带来影响。

    在进场道路未通的情况下,目前制定的“可研报告”推荐的整治方案不确定性因素较多,工程量大,实施难度很高。“可研报告”中按照治城二十年一遇防洪要求,推荐对泄流槽进行大开挖,估计两岸开挖边坡将高达70—80米,且为夹泥碎裂岩,存在安全隐患。

    按计划,第一期整治项目包括泄流槽淤塞体的清淤、堰塞体左右山体变形观测和禹里乡治城防洪堤护岸工程。其中,泄流清淤要求在今年主汛期前完成,变形观测设施安装和防洪堤修建要求在2009年底前完成。

    整治工程投资估算16041万元,其中:第一期工程投资5275万元,第二期工程投资10766万元。

Yesterday afternoon (2-17), officials of Zhejiang Department of Education came to Qingchuan County and set up an incentive fund with 10 million RMB that were donated by individuals and institutions of Zhejiang educational system. This fund is established in the name of the People Education Fund, the interest of which (about 40 thousand) will be used as a financial source of a yearly reward to 10 outstanding teachers who have been teaching in villages of Qingchuan for 10 (or more) years.
It is also known that besides the incentive fund, Zhejiang Province is making a 2-year plan on inviting 150 teachers of Qingchuan to Zhejiang to study and send 150 exceptional teachers to Qingchuan to teach. 5 professional counselors will be dispatched to Qingchuan County to set up 3 counseling offices for Qingchuan Middle School, Qingchuan Secondary School and Qingchuan Primary School respectively.

As known from Leading Group Office of Human Recourse, Aba Autonomy will offer training courses to 3500 migrant workers who have been or plan to engage in business of construction work such as masonries, scaffolders, and carpenters, which are urgently needed.

This move could enable the completion of all damaged houses’ reconstruction by Oct. So far, relevant counties have proposed training schemes respectively and the first batch of expenditure has also been distributed.

记者近日从阿坝州人才工作领导小组办公室获悉。2月底前,阿坝州将免费培训3500名拟从事或已从事灾毁房屋重建工程的砌筑、混凝土、钢筋、架子工、木工等急需建筑业农民工。

In a recent official survey conducted in Pengzhou City, it is odd, and in slightly awkward for the researchers to find that 160 villagers in Tian Shengqiao village had moved back to their temporary housings instead of the new villas which were built with financial aid from government, not long after their cheerful moving-in ceremony on Jan 16th.

It is rather difficult for people who haven’t been to the village in person to understand why these villagers are actually complaining about a new house that worth 90 thousand cost them only 20 thousand per family.

But actually, 3 things which are rather necessary and important to the residents were neglected when it was first designed – toilet, kitchen and yard.

Jingqiao Village is near a well-known temple, Bailu Shang Shu Yuan, which is over hundred years old. The local government has been planning to rebuild a temple and also redevelop the tourist business in this region; hence the rebuilt community was unified – planned and designed by Chengdu City government to make sure it consistent with the temple’s architectural style.
However the unified-planned walls are actually not the best choice for the environment where moisture and frost could gradually damage the buildings. More practically, without the traditional yards, where do the residents air their crops and keep their livestock?
It has been a challenging race for Tang Ming, a resident of Tian Shengqiao Village, to rush to the toilet on the hill side behind his new house at 6’o clock, first thing, every morning. “It’s a really long queue.” he said.
And just like many of his neighbours, Tang Ming and his wife have to walk 500m hill road to a “cookout” at the “community camp site” of Tian Shengqiao village, which is actually a couple of abandoned houses.
No kitchen, no toilet, and no place for livestock or poultry…therefore some villagers moved out before Chinese New Year, only 10 days after moving in. “It (the new house) looks good though.” said Tang, “it’s just really inconvenient to take a 500m walk to go to the toilet.”
“We had only 10 days to plan and design 400 reconstruction sites. It’s too little time for too much work.” Wang Songtao, the chief planner of Chengdu City Planning Bureau, explained to us.
Fortunately, after this survey, Chengdu City government has already started countercheck and feedback collection in general. New plan for 446 reconstruction sites is estimated to be finished before March, and sequentially improvement could be seen soon afterwards.

当地政府准备重建这座小有名气的教堂,一座百年老教堂——白鹿上书院,借地震之机开发旅游,金桥村3组作为景区的一部分也将重建为风格统一的欧式洋房。

统一规划的红砖勾缝外墙,不仅很难和构造柱处理协调,也不适宜山里的气候,容易被霜霖和潮湿侵蚀腐化。更实际的是,大家都没了阳台和院子。今后晾晒粮食和衣服怎么办呢?

每天早上6点起床,57岁的唐明发第一件事就是以百米冲刺的速度,跑到自家新房后的那个山坡上抢厕所——“去晚了,人得排队到啥时候?” 没有厨房、厕所,没有晾晒粮食的坝子,没有鸡圈猪舍……于是有些村民还没等到大年三十又干脆搬回了山上的简陋棚户。“新房挺好看,但上厕所来回要跑一公里,太麻烦了!”

7点多,天空已经露出了鱼肚白。唐明发叫上妻子一起做饭。两人翻过崎岖的山坡来到离新家一里外的天生桥村“野炊营地”。借着几间废弃的砖房,村民们夹道砌起了密密麻麻的锅灶,露天摆放着许多水缸、碗盘和瓜菜。“入住”新房一个月了,野炊的日子还要过多久?唐明发有些迷茫。

“当初对灾区农村住房进行重建规划时,只有10天时间,对于全市400多个重建点位来说,时间太短、量太大,任务确实很艰巨。”成都市规划局总规划师王松涛坦言。

成都市委书记李春城日前实地调研后,天生桥村等成都灾区446个住房重建点位已全部开始全面复查,征求农民意见,预计3月前就将完成新的方案,完善重建新村。

Individuals and enterprises that can’t repay loans because of the May 12th earthquake will get more time, the country’s central bank and banking regulator said Thursday.
Individuals who borrowed from Chinese banks before the quake will be given a grace period of another six months to repay the money. The new deadline is June 30 of this year, according to a joint statement by the People’s Bank of China and the China Banking Regulatory Commission.
Corporations will get a longer grace period of another 12 months. Repayment is now due at the end of 2009.
Previously, quake victims were told to repay borrowed money by the end of 2008.
The two agencies also urged banks not to push for loan repayment if debtors in the quake-hit regions fall behind in payments. They said lenders should not levy fines for defaults or add default notices to borrowers’ credit records during the extended grace period.
The May 12 earthquake left more than 87,000 people dead or missing. Millions more are homeless.

More than 410 million Yuan (about 60 million U.S. dollars) will be invested by the Hope Project in quake zones in southwest China’s Sichuan Province, according to the China Youth Development Foundation (CYDF).
Some 254 primary schools in 33 counties will be built with the money, said Tu Meng, deputy general secretary of CYDF. A construction timeline had not been decided yet, Tu said.
The foundation will also provide computer rooms, libraries, movies, sports grounds, teacher training and scholarships.
The money will be used in eight quake affected areas in Sichuan, including Chengdu, Mianyang, Deyang and Aba Autonomous Prefecture of Tibetan and Qiang nationalities.
Donations helped raise the 410 million Yuan, said Tu.
Hope Project, started in 1989, is a Chinese public service project organized by CYDF and the Communist Youth League (CYL). Its goal is to help children in poverty-stricken areas to go to school.

A middle school damaged in the May 12 earthquake in Shifang City of Sichuan Province in southwest China began reconstruction on Sunday, with assistance from the Chinese Air Force.
Established in 1904, the Yinghua Town Middle School was leveled to ground in the deadly earthquake in Sichuan and some neighboring provinces, which left more than 80,000 deaths or missing.
The school is rebuilt on its original site in Yinghua Town, but will be given a new name of “Yinghua Bayi Middle School.” Aug. 1, or Bayi, is the founding day of the Chinese army.
Under the unified arrangement of the central authorities, the Air Force will help rebuild the whole school compound, which covers 17,764 square meters. Facilities include teaching buildings, a cultural hall, a dining hall, dormitories for teachers and students, a comprehensive gymnasium and a basketball playground.
The school was severely damaged in the earthquake, with all the teaching and office buildings collapsing and the students’ dormitory seriously cracking. The new buildings are designed to resist an earthquake measuring 8 on the Richter scale.
So far, the Air Force has helped build a “Blue Sky Elementary School” and a “Blue Sky Old People’s House” in the earthquake areas of Sichuan. It plans to build four more schools and one kindergarten in the quake-hit areas.

The Chinese government will step up earthquake monitoring and forecasting measures this year, and improve emergency capabilities, Vice Premier Hui Liangyu said Monday.

He told a conference of officials and experts sponsored by the State Council that the Chinese people achieved a great victory in dealing with last year’s May 12 earthquake under the staunch leadership of the Communist Party of China (CPC) Central Committee, the State Council and the Central Military Commission, as well as the direct leadership of the State Council’s general headquarters for earthquake relief.

Hui, deputy head of the general headquarters, urged all areas and departments to vigorously support the rehabilitation work in the quake zone.

He also called for the modernization of seismological monitoring network and efforts nationwide to create greater public awareness of earthquake risks.

China announced on Tuesday an aid package totaling 9 billion Yuan (1.32 billion U.S. dollars) for the country’s needy people two weeks ahead of its traditional Lunar New Year.
About 74 million Chinese receiving the minimum living allowances or the “five guarantees” (namely food, clothing, medical care, housing and burial expenses provided by local governments to those without relatives or employment), would receive a one-off payment of 100 Yuan if they live in the countryside and 150 Yuan if they live in the cities.
The rural allowance was less than that in urban areas because living costs there were lower.
The payment would be made from the central budget before the Chinese Lunar New Year, one of the most important occasions for family reunion in the country. This year’s Lunar New Year falls on Jan. 26.
By Tuesday, the southwestern province of Sichuan, jolted by the magnitude-8 earthquake in May, allocated 394 million Yuan for clothing and shelter to help the quake-affected people get through the harsh winter. This relief comes in addition to the nationwide aid package.
Chengdu, provincial capital of Sichuan, even handed out 100-yuan-worth shopping coupons to the needy citizens.
The neighboring province of Shaanxi, also jolted during the May earthquake, donated about 850,000 quilts and 110,000 pieces of clothing to its quake-affected people.
The province also granted rural and urban citizens living on the minimum living allowances an extra payment of their monthly minimum living allowances. Funds to cover heating expenses were also given out to those who lived on the minimum living allowances.
“The Chinese government attaches great concern to the livelihood of the disadvantaged population, especially in times of a global financial crisis,” Jiang Li, Vice Minister of the Civil Affairs said.
Local authorities must make sure all needy citizens qualifying for the aid package receive the payment in time, “so that they could enjoy a happy Lunar New Year,” he said.
The average annual net income for rural workers in China is 4,140 Yuan in 2007, against 24,932 Yuan in cities.
At present, about 62 million Chinese receive monthly minimum living allowances from the local governments, while 5.3 million people receive the “five guarantees.”
The average monthly allowance in 2007 was 182.4 Yuan in urban districts per person and 70 Yuan in rural areas. China had increased the monthly minimum living allowance by 15 Yuan in urban districts per person and by 10 Yuan for rural residents at the beginning of 2008.

Japan will donate ambulances and fund eight projects in Chinese areas affected by the May 12 earthquake.
The assistance is valued at 1.35 million U.S. dollars.
According to an agreement signed Wednesday between China’s Commerce Ministry and the Japanese Embassy in China, Japan will help construct one medical clinic as well as a disease control and prevention building.
In Da’nangou and Xinzhai villages in the Gansu Province, Japan will fund the construction of two primary schools. The timetable for the project was not released.
The money will also be used to purchase supplies of drinking water, medical equipment and 20 ambulances which will be used in the Sichuan and Shaanxi provinces.
Japan shares the pain of the Chinese in the Wenchuan earthquake and will provide further help for quake reconstruction, said Yuji Miyamoto, Japanese Ambassador to China.
China’s vice minister of Commerce Yi Xiaozhun expressed thanks to the Japanese government for its help.
The Wenchuan 8.0-magnitude earthquake on May 12 left more than 87,000 people dead or missing and millions homeless. The cost was put at more than 845 billion Yuan.

Chuan Kong Recovery Centre opened on 12th January 2009

On 12th January 2009, the Chuan Kong Rehabilitation Centre (Chuan Gang kang fu zhong xin), funded with 224 million Yuan from the Hong Kong government, officially opened in Sichuan Provincial People’s Hospital. This is the first rehabilitation centre the Hong Kong government has funded in mainland China and also one of 20 projects that the Hong Kong government plans to work on as part of its support for Sichuan.

The rehabilitation of the injured in the May Quake is a very important part of post-quake relief. Tang Yingnian, Hong Kong SAR Financial Secretary, expressed his concern and support on this issue when he and the Hong Kong inspection group visited Sichuan recently. Afterwards, the Hong Kong and Sichuan governments signed a letter of intention of Constructional Support from Hong Kong Government on 7th Nov 2008, when the initial 2 billion reconstructive support funds were approved. The main objective of this project was to establish a modernized rehabilitation system that would provide rehabilitative treatment and related training.

Also, on 22nd Dec 2008, the Chuan Kong Rehabilitation Training and Development Project, part of the Stand-Up Program that was started by the International Ethnic-Chinese Orthopedics Association, officially received financial aid from Hong Kong government.

It is understood that the Chuan Kong Rehabilitation Centre, consisting of a Training Centre and Orthopedic Limb Centre, occupies 27 thousand square metres, with 350 rehabilitation beds. Wei Hong, the vice governor of Sichuan Province, stated that CKRC will be a critical base that provides directions and training to rehabilitation centres in 39 substantially quake-hit townships, forming a rehabilitation network covering the entire province.
At present, the preparatory work and personnel training are underway. 4 rehabilitation professionals have already started work in Sichuan Provincial People’s Hospital, guiding and participating in rehabilitative work on those injured in the quake.

地震伤员的后期康复是灾后重建的重要内容。此前,香港政务司司长唐英年率团考察四川时曾表示,将积极支持四川地震伤员的康复工作,首批20亿援川重建基金获批后,香港特区政府与四川省政府于去年11月7日签署了“香港特区援建川港康复中心意向书”,在四川省人民医院内建设永久性的现代化康复医疗中心,建成集康复治疗与培训指导为一体的一流康复中心。
12月22日世界华裔骨科学会“站起来”计划“川港康复培训及发展中心项目”也正式获得香港政府资助。

据了解,包括川港康复培训中心和肢具矫形中心在内的川港康复中心,建筑面积为2.7万平方米,设康复病床350张。四川省副省长魏宏表示,将以川港康复中心为龙头,对全省39个重灾县的康复分中心给予康复培训和指导,形成全省康复网络。
目前,康复中心的建设前期工作和人才培训正在加紧进行中,“站起来”计划行动中的4位康复专家已常驻四川省人民医院指导并参与地震伤员的康复工作。

“There are still 6,000 people who need to receive follow-up treatment otherwise hundreds of people will become disabled for the rest of their life.”  One director from Sichuan Provincial Party Committee suggested,“Currently, The priority is to take care of those who injured in the quake.”
This is reported from the tenth Sichuan People’s Political Consultative Conference.

More than 10,000 people have become disabled after the quake. Their follow-up treatment is a fairly serious problem at the moment.  They need more doctors, therapists, psychologists, medicines, medical facilities, and even hospitals. What’s more, lack of medicine has already affected the outcome of treatment.  Some people discharge themselves from hospital ahead of schedule because of the lack of money. An official proposal to support them must be drawn up this year.

BEIJING, Jan. 12 (Xinhua) — A total of 100 secondary school students from the areas hit by the May 12 earthquake in China’s Sichuan Province will pay a visit to the Philippines, at the invitation of the Philippine Government, Chinese Foreign Ministry spokesman Qin Gang announced here on Thursday. The students will visit the Philippines from Jan. 11 to 17.

China enjoys a traditional friendship with the Philippines, and the bilateral relations have witnessed stable development since the two sides forged diplomatic ties in 1975, said Qin.

He said the invitation fully demonstrated the friendliness extended by the government and people of the Philippines, to which China expressed appreciation and gratitude. China believed the visit will reinforce the exchanges and friendship between people of the two countries, especially between the youth, enrich the China-Philippines friendship of cooperation, and promote the bilateral relationship, said Qin.

The 8.0-magnitude quake, occurring in China on May 12 last year, left more than 69,000 people dead, 374,000 injured, 18,000 missing and millions homeless.

Hundred China quake zone kids to rehabilitate in Philippines

MANILA, Jan. 7 (Xinhua) — Invited by Philippine President Gloria Macapagal-Arroyo, a group of 100 children who survived a devastating earthquake in China last May will arrive in the Philippines this weekend for rehabilitation, with visits to the archipelagic state’s stunning beaches, museums, schools and the Presidential Palace, officials said Wednesday.

The one hundred middle school students were from Beichuan, Mianzhu, Shifang, the worst-hit towns in southwestern Chinese province of Sichuan, with many losing close relatives in the 8.0-magnitude earthquake on May 12, 2008, according to officials with the Chinese Embassy to the Philippines.

More than 80,000 people, including at least 19,000 school children, were killed in the killer quake, the worst natural disaster China experienced in three decades, the government statistics show.

According to the schedule, the quake zone kids, most of whom have never traveled abroad, will arrive at Manila on board a Philippine Airline charter flight on Jan. 11 and fly to the crystal water and white-sand beach in Bohol island after touring around the national capital. They will also call on President Arroyo in the Presidential Palace Malacanang a day before they return to China on Jan. 17.

The rehabilitation plan was formalized in August during Arroyo’s visit to Sichuan quake zone and meeting with her Chinese counterpart Hu Jintao. Two groups of school children from the Sichuan quake zone took similar rehabilitation trips to Russia and Hungary last year.

In a report to the Department of Foreign Affairs, the Philippine Ambassador to China Sonia Brady said the visit is designed for the Sichuan students to have a meaningful time and interaction with the Filipino people to help them recover from the effects of the earthquake.

Brady said the visit is a “very significant milestone” in promoting people-to-people exchanges between the Philippines and China.

Yuan Zhiju, a teacher with the Leigu middle school in Beichuan, told Xinhua reporters in Sichuan that kids were very excited about going abroad and had hand-knitted with needles and threads three ethnic hand-bags that traditions say would bring good fortune to President Arroyo.

“It is a gift from us to represent our gratitude to President Arroyo and the Filipino people,” Yuan said.
