On 20th, The Finance Commission of Hong Kong Legislative Council approved the proposal of an additional 4 billion Hong Kong dollars that will be added to the Trust Fund of Assistance on Reconstruction in Sichuan Quake-hit Region, which made the total capital of the fund rise to 6 billion.

According to Lin Ruilin, the commander of Hong Kong Department of Mainland Affairs, in July 2008, the Council had granted 2 billion Hong Kong dollars as assistance in the first phrase of the reconstruction. This batch of money will be used in 103 projects, including 80 in realms like schools, medical rehabilitation, and social welfare facilities; and 23 in Wolong Natural reserve.

The fund had started to accept applications from Hong Kong NGOs that were working on post-quake relief work in Sichuan in Oct 2008. By Dec, 12 application had been approved, the total amount of financial aid was over 87 million.

香港特区政府政制及内地事务局局长林瑞麟. 08年7月,特区立法会批准开立20亿港元的承担额用以注资基金,支持第一阶段的援建工作。此次申请增拨40亿港元,将用以开展第二阶段共103个援建项目。具体包括学校、医疗康复、社会福利设施等80个项目及23个卧龙自然保护区项目。

基金在2008年10月开始接受香港非政府机构申请资助,协助进行四川灾区重建工作。2008年12月,基金已批出12项申请,涉及的资助总额超过8700万港元。

According to a source at the Mianyang City government, silt drainage of the Tangjiashan quake-lake is about to start, which is planned to be implemented in two phases, with an investment of a total of 160 million rmb. 
The water level of Tangjiashan Quake Lake has now stabilised at 718 metres, which is lower than it was shortly after the September 24th flood. However the Chengdu Investigation and Design Research Institute of China Hydropower Advisory Group, on the basis of various measurements and tests, urges caution: the lake still post threats to people downstream. Experts underlined that constant heavy rain and aftershock worryingly increased the possibility of mudslide that would cause massive siltation and consequent flooding.
As yet, there is no easy access to this area, and the restoration program recommended in the current feasibility report would be very challenging.  In essence, the plan is to excavate deep division channels, leaving 70-80 metre side slopes on 2 banks that consist of silted rock fragments, presenting considerable risk.
In line with the set plan, drainage and clear-up needs to be completed before the flooding season this year, which is a major part of the first phase of the entire project. Deformation inspection, facility installation and construction of levees are required to be finished by the end of 2009.
The estimated total investment of the whole project is approximately 160.41 million, specifically, 52.75 for the first stage and 107.66 for the second.

“9·24”洪灾后,中国水电顾问集团成都勘测设计研究院受委托,对唐家山堰塞湖一带进行了大量野外勘探、测量、试验等工作,形成结论:唐家山堰塞体整体稳定,但在持续强降雨或强余震等不利工况作用下,两岸边坡特别是堰塞体右岸一些冲沟存在滑坡、崩塌、泥石流等易发山地灾害,若泥石流造成泄流槽较大规模淤堵,有可能产生次生灾害,对下游防洪安全造成严重威胁,并也可能对上游治城灾后重建防洪保安带来影响。

    在进场道路未通的情况下,目前制定的“可研报告”推荐的整治方案不确定性因素较多,工程量大,实施难度很高。“可研报告”中按照治城二十年一遇防洪要求,推荐对泄流槽进行大开挖,估计两岸开挖边坡将高达70—80米,且为夹泥碎裂岩,存在安全隐患。

    按计划,第一期整治项目包括泄流槽淤塞体的清淤、堰塞体左右山体变形观测和禹里乡治城防洪堤护岸工程。其中,泄流清淤要求在今年主汛期前完成,变形观测设施安装和防洪堤修建要求在2009年底前完成。

    整治工程投资估算16041万元,其中:第一期工程投资5275万元,第二期工程投资10766万元。

Yesterday afternoon (2-17), officials of Zhejiang Department of Education came to Qingchuan County and set up an incentive fund with 10 million RMB that were donated by individuals and institutions of Zhejiang educational system. This fund is established in the name of the People Education Fund, the interest of which (about 40 thousand) will be used as a financial source of a yearly reward to 10 outstanding teachers who have been teaching in villages of Qingchuan for 10 (or more) years.
It is also known that besides the incentive fund, Zhejiang Province is making a 2-year plan on inviting 150 teachers of Qingchuan to Zhejiang to study and send 150 exceptional teachers to Qingchuan to teach. 5 professional counselors will be dispatched to Qingchuan County to set up 3 counseling offices for Qingchuan Middle School, Qingchuan Secondary School and Qingchuan Primary School respectively.

As known from Leading Group Office of Human Recourse, Aba Autonomy will offer training courses to 3500 migrant workers who have been or plan to engage in business of construction work such as masonries, scaffolders, and carpenters, which are urgently needed.

This move could enable the completion of all damaged houses’ reconstruction by Oct. So far, relevant counties have proposed training schemes respectively and the first batch of expenditure has also been distributed.

Individuals and enterprises that can’t repay loans because of the May 12th earthquake will get more time, the country’s central bank and banking regulator said Thursday.
Individuals who borrowed from Chinese banks before the quake will be given a grace period of another six months to repay the money. The new deadline is June 30 of this year, according to a joint statement by the People’s Bank of China and the China Banking Regulatory Commission.
Corporations will get a longer grace period of another 12 months. Repayment is now due at the end of 2009.
Previously, quake victims were told to repay borrowed money by the end of 2008.
The two agencies also urged banks not to push for loan repayment if debtors in the quake-hit regions fall behind in payments. They said lenders should not levy fines for defaults or add default notices to borrowers’ credit records during the extended grace period.
The May 12 earthquake left more than 87,000 people dead or missing. Millions more are homeless.

More than 410 million Yuan (about 60 million U.S. dollars) will be invested by the Hope Project in quake zones in southwest China’s Sichuan Province, according to the China Youth Development Foundation (CYDF).
Some 254 primary schools in 33 counties will be built with the money, said Tu Meng, deputy general secretary of CYDF. A construction timeline had not been decided yet, Tu said.
The foundation will also provide computer rooms, libraries, movies, sports grounds, teacher training and scholarships.
The money will be used in eight quake affected areas in Sichuan, including Chengdu, Mianyang, Deyang and Aba Autonomous Prefecture of Tibetan and Qiang nationalities.
Donations helped raise the 410 million Yuan, said Tu.
Hope Project, started in 1989, is a Chinese public service project organized by CYDF and the Communist Youth League (CYL). Its goal is to help children in poverty-stricken areas to go to school.

On 12th January 2009, the Chuan Kong Rehabilitation Centre (Chuan Gang kang fu zhong xin), funded with 224 million Yuan from the Hong Kong government, officially opened in Sichuan Provincial People’s Hospital. This is the first rehabilitation centre the Hong Kong government has funded in mainland China and also one of 20 projects that the Hong Kong government plans to work on as part of its support for Sichuan.

The rehabilitation of the injured in the May Quake is a very important part of post-quake relief. Tang Yingnian, Hong Kong SAR Financial Secretary, expressed his concern and support on this issue when he and the Hong Kong inspection group visited Sichuan recently. Afterwards, the Hong Kong and Sichuan governments signed a letter of intention of Constructional Support from Hong Kong Government on 7th Nov 2008, when the initial 2 billion reconstructive support funds were approved. The main objective of this project was to establish a modernized rehabilitation system that would provide rehabilitative treatment and related training.

Also, on 22nd Dec 2008, the Chuan Kong Rehabilitation Training and Development Project, part of the Stand-Up Program that was started by the International Ethnic-Chinese Orthopedics Association, officially received financial aid from Hong Kong government.

It is understood that the Chuan Kong Rehabilitation Centre, consisting of a Training Centre and Orthopedic Limb Centre, occupies 27 thousand square metres, with 350 rehabilitation beds. Wei Hong, the vice governor of Sichuan Province, stated that CKRC will be a critical base that provides directions and training to rehabilitation centres in 39 substantially quake-hit townships, forming a rehabilitation network covering the entire province.
At present, the preparatory work and personnel training are underway. 4 rehabilitation professionals have already started work in Sichuan Provincial People’s Hospital, guiding and participating in rehabilitative work on those injured in the quake.

地震伤员的后期康复是灾后重建的重要内容。此前,香港政务司司长唐英年率团考察四川时曾表示,将积极支持四川地震伤员的康复工作,首批20亿援川重建基金获批后,香港特区政府与四川省政府于去年11月7日签署了“香港特区援建川港康复中心意向书”,在四川省人民医院内建设永久性的现代化康复医疗中心,建成集康复治疗与培训指导为一体的一流康复中心。
12月22日世界华裔骨科学会“站起来”计划“川港康复培训及发展中心项目”也正式获得香港政府资助。

据了解,包括川港康复培训中心和肢具矫形中心在内的川港康复中心,建筑面积为2.7万平方米,设康复病床350张。四川省副省长魏宏表示,将以川港康复中心为龙头,对全省39个重灾县的康复分中心给予康复培训和指导,形成全省康复网络。
目前,康复中心的建设前期工作和人才培训正在加紧进行中,“站起来”计划行动中的4位康复专家已常驻四川省人民医院指导并参与地震伤员的康复工作。

According to the 2008 annual meeting of China Medical Apparatus Industry Association, the investment in reconstruction of medical infrastructure in quake-hit regions has reached 11.7 billion, which includes 1.87 billion that were used for purchase and maintenance of medical facilities.
According to some statistics, 26,672 medical institutions were impaired in the 5.12 quake in Sichuan, Gansu and Shanxi. 63,925 equipments and facilities plus 8.71 million square metres housing were damaged. Total economic losses reached 11.6 billion.
The 11.7 billion investments from state medical system were directly allocated to hospitals in quake-hit townships. Specifically, 2 million to every town level polyclinic (758 million in total), 285 million for county hospitals of Chinese medicine, 106 million for maternal and child healthcare hospitals, 363 million for township hospitals and 56 million for village clinics. In addition to this, disease prevention institution and health inspection agencies received 106 and 33 million respectively. The basic deployed items include ECG and EEG machines, heart defibrillators, bedside monitors, central monitoring systems, ultrasonic diagnostic apparatus, colour ultrasound diagnostic apparatus, and endoscopy equipment.

其中,用于医疗设备维修、购置18.7亿元。具体资金分配为县级综合医院院均2000万元,共7.58亿元;县中医院院均1200万元,共2.85亿元;县妇幼保健机构院均370万元,共1.06亿元;乡镇卫生院院均30万~50万元,共3.63亿元;村卫生室个均1万元,共0.56亿元;疾病预防控制机构均400万元,共1.06亿元;卫生监督机构均150万元,共0.33亿元;其他医疗卫生机构1.64亿元。基本配置品目包括心电图机、脑电图机、心脏除颤器、床边监护仪、中心监护系统、超声诊断仪、彩色超声诊断仪、内窥镜系等近百个品种。
据介绍,汶川地震灾后医疗机构恢复重建的目标是到2010年,通过全面恢复重建规范范围内灾区医疗卫生机构基础设施,恢复灾区正常医疗卫生服务秩序,实现灾区医疗卫生服务条件和能力达到或超过灾前水平的目标。

CHENGDU, Feb. 7 (Xinhua) — Land acquisition has started for the construction of the new seat for Beichuan County, the worst-hit area in last year’s 8.0-magnitude earthquake in Sichuan Province, according to local authorities.
More than 10,000 people, mostly farmers, are the first to be relocated as an industrial park began construction Thursday in their hometown. These people will become residents of the new county seat, said Chen Xingchun, Party chief of Beichuan.
The Beichuan-Shandong Industrial Park, which covers two square kilometers, belongs to the first phase of construction.
The land acquisition and relocation for the new county seat are expected to complete within two months.
The relocated will temporarily live with relatives or friends before the new county seat is finished. Each person will be paid 40 yuan (6 U.S. dollars) per month during the transition, he said.
“The local government also provides training so that they can work in factories in the new seat. We must ensure that people can live a stable and rich life in the future,” Chen said.
“The construction of the new county seat will change our living environment and living styles. It is good for us, so we support it,” said Li Gang, a villager of Huangtu Township, part of which will be included into the county seat.
All of the relocated will be given the choice of a free, 35 square-meter home or 36,000 yuan to build their own houses, Chen said.
The former seat of Beichuan, on the juncture of two fault lines, was leveled in the devastating May 12 quake. The quake left more than 69,000 people dead and 374,000 injured. Another 18,000 are missing and millions were left homeless.
The new seat is located to the east of Anchang Township, about 35 km from where it once stood. Officials and planning experts said the new site has good geologic conditions and sufficient usable land. It is far from fault lines.
The new town is expected to have 50,000 residents in three years and expand to more than 9 sq km by 2020 with 85,000 residents.
The first phase of the three-stage construction will cost 19.32 billion yuan. It includes public welfare facilities, government headquarters and housing.
Beichuan, a mountainous area, is the ancestral home of an ethnic group known as the Qiang, who number 300,000. They have their own language, food and performing arts, all of which face extinction as their homes were in the worst-hit parts of the quake zone.

The economic downturn has had an enormous impact on the semiconductor sector, forcing companies to take measures to cut costs, said Liu Liang, an analyst at Industrial Securities Co. Ltd.     Moving operations from Shanghai, a high-cost city, to a cheaper place like Sichuan might be an effective way to cope with the financial crisis, he said.
In addition, such a move could stimulate the economy in Sichuan, which was still trying to recover from last year’s catastrophic 8.0-magnitude earthquake, Liu said.
The quake uprooted millions of people, leaving many without homes or jobs.
U.S.-based Intel announced the move in a notice posted on its website. The notice said the company would move a Shanghai-based assembly and test factory to Chengdu, capital of Sichuan, within 12 months.
The move will mean increased activity in Chengdu and a corresponding workforce reduction in Shanghai, which will affect about 2,000 employees, it said.
The company said it would offer positions to the employees either in the Chengdu factory, a plant in Dalian that is under construction, or other Intel China locations that need experienced staff.
Intel also intends to increase investment in the Dalian factory, to equip it with the latest available advanced microprocessor technology.
The notice said Shanghai would remain its core research and development base in China, as well as its regional headquarters. Other Intel factories and projects would proceed as planned.
The company also said it would increase its registered capital by 110 million U.S. dollars in Intel China Ltd., the company’s investment holding firm in Shanghai.
“The plans are expected to enhance the capacity of the Chengdu plant, optimize manufacturing resources and consolidate Intel’s operations in China,” said Nancy Zhang, director of the public relations group.
“Intel has been very prudent in making decisions. The proposed policy changes demonstrate Intel’s deep-rooted confidence in the Chinese market,” she said.
She said she could not give further details about the planned changes.
Shanghai municipal commission of commerce said Intel has submitted an application to the Ministry of Commerce for recognizing Intel China Ltd. as a national-level headquarters. The company had been ratified by the Shanghai authority as Intel China’s regional headquarters before.
However, Nancy Zhang said she had no information about this.
According to Shanghai’s preferential policy taking effect last December, a foreign company could get a 5-million-yuan (over 731,000 U.S. dollars) subsidy for opening regional headquarters in the city and more than 2.6 million yuan for renting offices in three years. The opening subsidy could rise to 10 million yuan if the headquarters get recognition from the Ministry of Commerce.

According to the Beijing City Labour and Social Security Bureau, Beijing City Government is planning to arrange thousands of jobs for Sichuan migrant workers this year.

The Beijing government will collect information of employment suitable for people in the quake-hit area and post relevant advertisement via media to spread such info from various organisations that are recruiting. Meanwhile, an Employment Assistant Office will also be set up in Shifang to improve the communication and coordination between the two cities.
According to the official plan, the Beijing government will organize a recruitment trip to the quake-hit region for work units in Feb, May or Jun, and Sep or Oct. This decision is based on the 3 expected “job-hunting peaks” that are caused by migrant workers, recently graduated students and the period following the busy farming season.

Companies that intend to assistant on such project can register themselves in the District Labor and Social Security Department. In line with relevant official requirement, companies must provide accommodation to employees and monthly wage must be no less than 1000. Also, basic social security should be provided.

The Government will offer certain subsidies (on social insurance and personnel training) to companies that employ people from quake-hit areas. Part of job applicants’ cost on health exam and transport fees will also be covered by some subsidies that are allocated from the Special Employment Fund.
A Management System and follow-up services will keep monitoring further situation of job applicants in terms of their contract-signing, salary and other aspects.

今年,北京市将积极采集适合灾区劳动者需求的空岗信息,并通过媒体发布爱心广告向社会广泛征集各类用人单位招聘岗位提供给受援方。同时,还将继续开通“驻什邡就业援助工作站”,加强两地的工作沟通和协调。

今年北京市还将组织本市用人单位适时前往灾区进行现场招聘。根据受援地春节过后大批求职者外出打工、夏季大量学生毕业、秋收农忙后富余劳动力外出打工的三个时期,今年将分别安排2月份、5或6月份、9或10月份在受援地组织3次大型现场招聘活动,统一组织本市用人单位赴灾区进行现场招聘会。

目前,2月份的招聘活动已进入筹备阶段。企业如果有援助意向可到区县劳动保障部门登记。根据要求,企业必须为灾区务工者提供住宿条件,并保证月工资不低于1000元,为员工缴纳基本社会保险。
企业招用灾区人员来京就业可享受一定的社会保险补贴和培训补贴。灾区人员进京务工的招聘、体检、旅途餐饮费用将由就业专项资金进行一定补贴。

对灾区来京就业人员将进行实名制管理和跟踪服务,对他们在京就业期间的劳动合同签订、工资按时足额发放、社会保险缴纳等情况进行跟踪服务。

CHENGDU, Jan. 27 (Xinhua) — Southwest China’s Sichuan Province said Tuesday it will closely audit the use of post-quake rebuilding funds over the next three to five years and publicly release the results at the end of that period.

The province will carefully scrutinize the raising, distribution and use of funds and supplies, according to a document issued by the general office of the Sichuan provincial government.

“The funds and supplies [audited] will include appropriations by the provincial and local governments, as well as donations,” the notice said.

Central government appropriations will be separately monitored by the Beijing-based National Audit Office. Last year, the central government allocated 70 billion yuan (about 10.1 billion U.S. dollars) for a reconstruction fund for the quake zone.

The document, however, did not mention the controversial purchase of a luxury car in Beichuan, one of the hardest-hit counties.     The mountainous county, where about 20,000 people were dead or missing after the massive earthquake, paid 1.1 million yuan including taxes for a luxury Toyota land cruiser.     The deal, exposed in a blog, triggered public anger and was termed as “corruption” by some critics.     However, Beichuan’s public security Chief Zhang Depu defended the purchase Friday, saying tough transport conditions made high-quality cross-country vehicles necessary in emergencies.     He said the land cruiser would become a wireless communications car for emergency use in rescue and disaster relief work.

The provincial document said that auditors in Sichuan will give special attention to key projects and areas such as the rebuilding of homes, schools, hospitals, welfare homes and other public facilities.     Auditors will also scrutinize quality control systems in the post-quake rebuilding, it said.

The magnitude-8.0 quake that hit southwest China, including many parts of Sichuan, on May 12 killed more than 69,000 people. It also left nearly 18,000 missing, more than 374,000 injured and millions homeless.
The Sichuan provincial government estimated post-quake rebuilding will cost about 1.6 trillion yuan.

Workers from 20 provinces are involved in the reconstruction effort. Those provinces will allocate at least 1 percent of their annual fiscal revenues into the reconstruction projects for three years.

HONG KONG, Jan. 22 (Xinhua) — Hong Kong Special Administrative Region (HKSAR) government said here Thursday it is seeking another injection of 4 billion HK dollars (about 516 million U.S. dollars) into the trust fund to support the reconstruction in the earthquake stricken areas in southwest China’s Sichuan Province.

Secretary for Constitutional and Mainland Affairs Stephen Lam said the HKSAR government will support the region’s second-stage reconstruction work in Sichuan with the 4 billion HK dollars, if approved, and the 2 billion HK dollars commitments earlier.

The second-stage relief efforts taken by HKSAR will cover 103 projects in different areas, including 80 education, medical and rehabilitation, and social welfare projects, and 23 relating to the Wolong Natural Reserve reconstruction.

Secretary for Development Carrie Lam said the major earthquake inflicted devastating damage to the Wolong area, the habitat of the giant pandas that needs urgent rebuilding works as soon as possible.

“Local conservation and construction experts will participate in monitoring the projects, while the Ocean Park of Hong Kong has been appointed by Hong Kong and Sichuan as a technical consultant,” she said.

The Wolong reconstruction will cost about 1.607 billion HK dollars (about 207 million U.S. dollars), involving rebuilding the conservation area’s ecological environment and scientific research facilities, as well as infrastructure and public utilities to serve the local population.

The HKSAR government promised to proceed and monitor its resource capability and the reconstruction support work does not exceed 10 billion HK dollars (1.29 billion U.S. dollars) in financial terms.

Government officials will brief the Legislative Council Development Panel on the work progress on Feb. 3, before submitting a fund application to the LegCo Finance Committee by the end of next month.

The trust fund has so far approved 12 applications in the first phase for schemes in education, medical services, physical and psychological rehabilitation, and training.

MANILA, Jan. 20 (Xinhua) — The Asian Development Bank (ADB) on Tuesday said it is providing the bank’s first grant on enhancing disaster management to China, to solve the aftermath of the 8.0-magnititude earthquake which killed more than 80,000 people in southwestern Sichuan province last May.

The funds, totaling 650,000 U.S. dollars, will be used to conduct a full review of the current system and to help China develop a risk management strategy that is coordinated, effective, and more inclusive of the civil society and the private sector, ADB said in a statement.

It is the first time that ADB is providing technical assistance to support the development of public or private partnerships in disaster management, it said, adding that the need for an all-round disaster risk management system in China “has never been greater.”

“In the past there has been no mechanism for those (outside of government) who want to contribute and this TA will help address that concern. It will ultimately reduce the burden on the government,” said Manmohan Parkash, Principal Transport Specialist for ADB’s East Asia Department.

The grant complements an earlier technical assistance grant of 1 million U.S. dollars, approved in May 2008, to provide a preliminary assessment of the earthquake damage and reconstruction needs for Sichuan, the bank said.

20090106: NGO news: Alpha Communities to Provide Vocational Training for More than 100 Unemployed Sichuanese

Alpha Communities, who focus on long-term development through education, restoration of degraded environment, renewable energy and micro loans, have sponsored children’s education in Sichuan for over a decade. Since the earthquake, aside from immediate relief projects, they have focused in Sichuan on providing free vocational training to more than 60 laid-off workers in the area around Jiangyou. There is a wide range of training on offer, with most opting for courses in the construction and textile industries. “So far 60 people have finished their vocational training, and all of them have found a job,” Chris Turner, the organisation’s Executive Officer, told SQR.

They have now raised enough funding to put another 100 people through this vocational training after the Spring Festival, he said. On average, a three-month training programme costs 3,000rmb, and the participants are offered the option of a 3,000rmb micro-loan after they graduate.

BEIJING, Nov 12 (Reuters) – Six months after China’s Sichuan earthquake, local authorities are scrambling to build housing for millions made homeless as winter approaches.

In the the hard-hit city of Dujiangyan, scores of police blocked grieving parents from mourning their dead children at the primary school where they were entombed when the devastating quake struck on May 12.
“Today is a commemorative day, many families wanted to come to this school to burn paper for their children,” a woman surnamed Yan told Reuters by telephone.

Yan, who stood outside Xinjian primary school, where parents believe more than 200 children died, said police were preventing the parents from burning the joss paper Chinese traditionally use to commemorate their dead.
“Now there are many police here. They do not want us to speak out of step,” said Yan, who lost a child in the rubble.

The Sichuan quake killed more than 80,000 people. Many were children who had been napping or at their desks in poorly built schools that crumbled while other buildings nearby stood firm.

China vowed to punish those responsible after aggrieved parents blamed their children’s deaths on substandard construction stemming from corruption and greed.

No prosecutions have been reported and parents have been pressured into dropping their complaints.
Local authorities in Dujiangyan have tired of Yan’s complaints and detained her and her husband for weeks at a time.

“They never give any reason, just to say that they will not let us petition or file a lawsuit. They also said: You are just blades of grass, we can tread on you at any time.”

MAMMOTH PACKAGE, SMALL COMFORT

China last week announced a mammoth 1 trillion yuan ($146.4 billion) package to rebuild ravaged infrastructure and industry in 51 of the hardest-hit counties, and has pledged to provide basic health care and housing for the millions of people made homeless before winter sets in.

Most of the survivors continue to live in temporary housing.

The programme would be aimed at making “basic living standards and economic development match or exceed pre-quake levels,” within three years, local media said, citing the country’s top planning agency.

The money is unlikely to comfort the parents.

“The government has paid us compensation of a few tens of thousands of yuan per child,” said Li Ou, whose daughter died in the school on her eighth birthday.

“In reality, 500,000 or a million yuan can’t bring back our children.”

Li said his daughter’s building had crumbled to the ground as some of the school’s other buildings remained intact.

“We found out that this building was designated unsafe in ’99, and needed to be fixed. It had not been by the time the quake hit,” Li said.

Parents remain suspicious of the media, who promised reports that never made the news or the newspapers.
After initially tolerating reporters in the aftermath of the the quake, authorities slammed the door shut on local media coverage weeks after, as the image of angry parents threatened to overshadow the official story of heroic rescue workers rushing to save victims.

The children that died at Jianxin were the sons and daughters of poor migrant workers, said Li.

“These high officials live in luxury and can’t understand our feelings. I believe Premier Wen and the national government is good, it is only the local government that has problems,” he said.

China: Sichuan Earthquake Revised Emergency and Recovery Appeal No. MDRCN003

This Revised Emergency and Recovery Appeal seeks CHF 167,102,368 (USD 137.7 million or EUR 110 million) in cash, kind, or services to support the Red Cross Society of China to assist an estimated 200,000 families (up to 1,000,000 people) affected by the earthquake for 31 months.

This revised appeal will address the specific recovery needs based on technical assessments that have been conducted by the Red Cross Society of China with support from the International Federation in the earthquake affected areas. The appeal covers the provision of life-saving relief and substantial recovery and reconstruction programmes to address widespread humanitarian needs in Sichuan, Gansu and Shaanxi provinces.

This operation is expected to be implemented over 31 months, and will therefore be completed in December 2010; a final report will be made available by March 2011, three months following the end of the operation.

Appeal history:

  • An emergency appeal was launched on 30 May 2008 for CHF 96.7 million (USD 92.7 million or EUR 59.5 million) in response to the huge humanitarian needs and in recognition of the unique position of the Red Cross Society of China (RCSC) supported by Red Cross Red Crescent partners to deliver high quality disaster response and recovery programmes.
  • A preliminary emergency appeal of CHF 20.1 million (USD 19.3 million and EUR 12.4 million) was issued on 15 May 2008 to support the RCSC to assist around 100,000 people affected by the earthquake for 12 months.
  • CHF 250,000 (USD 240,223 or EUR 155,160) was allocated from the International Federation’s Disaster Relief Emergency Fund (DREF) on 12 May 2008, to support the RCSC to immediately start assessments of the affected areas and distribute relief items.

This Revised Emergency and Recovery Appeal reflects the International Federation of Red Cross and Red Crescent Societies’ continued commitment towards assisting the Red Cross Society of China (RCSC) in meeting the huge needs of communities affected by the 12 May Sichuan earthquake. It is being revised to enable the RCSC and its partners to focus efforts where needs have been identified based on technical assessments in relief, shelter, water and sanitation, psychosocial support and health services, and livelihoods. It will also enable the RCSC to strengthen its organizational capacity for relief, recovery/reconstruction and disaster risk reduction in the disaster-affected areas.

The plans of action were developed after technical assessments were conducted and are based on realistic expectations of the ability of the RCSC to scale-up the size and complexity of its programming. The processes and activities implemented under this appeal will include the provision of technical assistance to the RCSC and the joint implementation of pilot programmes that RCSC may then consider scaling up with the substantial resources raised in response to their national fundraising campaign. It is clear that the needs in the region are enormous. The only limit of the International Federation’s support will be the funding received and the joint capacity of the RCSC and International Federation to implement the planned activities. There are still limitations on the number of international delegates based in Sichuan, although it has loosened recently.

At the request of the RCSC leadership, the International Federation will continue to play a key role in the coordination of Red Cross Red Crescent Movement-supported activities. An office has been established in Chengdu with technical delegates to cover the major sectors. The recruitment of construction delegates are being planned and they will be in place shortly. The East Asia regional office in Beijing supports the Chengdu office and the RCSC headquarters with mainly strategic planning and communications with partners, and is further supported by the Asia Pacific zone office in Kuala Lumpur.

The Red Cross Society of China has also received many bi-lateral contributions of funding, including the following: Cambodian Red Cross, French Red Cross, German Red Cross, Republic of Korea Red Cross, Norwegian Red Cross, Pakistan Red Crescent, Spanish Red Cross, Swiss Red Cross, Thai Red Cross, Turkish Red Crescent and Viet Nam Red Cross. These contributions have been added to the various substantial resources raised domestically by the Red Cross Society of China in its national fundraising appeal.
To date, the initial appeal for CHF 96.7 million is 87% covered, with cash and in-kind contributions totalling CHF 84.4 million received to date. Total expenditure from May until the end of October 2008 is CHF 46.5 million.

Financial Times: China to fund just 20% of quake rebuild

The Chinese government will fund just a fifth of the estimated RMB 3,000 billion cost of reconstruction and development in earthquake-affected Sichuan, leaving businesses and state-owned banks to pay for the rest, provincial officials said on Friday. Even as economic officials issue warnings that China’s economy is cooling much faster than expected as a result of the global crisis, Sichuan officials said they were optimistic that state-owned companies and the private sector would invest in the disaster zone.

“The government’s investment will encourage all kinds of investment from society to help us rebuild Sichuan after the quake,” said Wei Hong, executive vice-governor of Sichuan Province, at a press conference. “We will seek loans from domestic banks, financing from capital markets and donations from the public to make up the rest of the needed investment.”

The government appears to be ordering state-owned banks to shoulder much of the burden of a giant fiscal stimulus package announced last week at a time when they face slowing profits and rising bad loans. China’s benchmark stock index has fallen by nearly 70 per cent from the peak it reached last October and regulators have effectively suspended approvals for new listings.

Gov.cn: Sichuan to get 3 trillion yuan by 2010

Authorities in quake-hit Sichuan Province in southwest China plan to invest at least 3 trillion yuan (441 billion U.S. dollars) for reconstruction by 2010, executive vice provincial governor Wei Hong said on Friday.

About 1.67 trillion yuan is needed to rebuild the 139 counties hit by the 8.0-magnitude quake in May, with investment in other development projects to reach almost 700 billion yuan each year between 2008-2010, Wei told a press conference in Beijing.

Under those estimates, spending could approach 3.7 trillion yuan.

Wei said that “the central and provincial governments can only provide 800 billion yuan, or about a fifth of the total investment needed, so we will raise funds from banks, the capital market and donations” to get the rest.

He said reconstruction investment will be 790 billion yuan this year and 1.2 trillion yuan next year.

As of the end of October, the central government had allocated almost 34.5 billion yuan for post-disaster reconstruction and five major banks had agreed to lend 64.73 billion yuan, Wei told reporters.

In addition, Sichuan had reached 1,152 reconstruction agreements with other provinces as well as the Hong Kong and Macao special administrative regions, with a planned investment totaling27 billion yuan, he added.

The 8.0-magnitude quake centered in Sichuan’s Wenchuan County left more than 69,000 people dead, 374,000 injured, 18,000 missing and millions homeless.

More than 31,000 aftershocks have been reported since, with the strongest measuring 6.4 on the Richter scale.

In terms of the intensity and scope of destruction, the May 12 quake is believed to have surpassed the 7.8-magnitude quake in 1976 in Tangshan, northern Hebei Province, which claimed more than 240,000 lives.

Beijing municipality to invest 7 billion yuan in Sichuan

Beijing is expected to invest at least 7 billion yuan (1.02 billion U.S. dollars) in the quake-hit Sichuan Province in the coming two years, according to Mayor Guo Jinlong on October 8, Xinhua reported.

Beijing municipality has been tasked with Shifang. The money will be used on construction, intellectual support and industry cooperation. The focus this year is 39 programs, including construction of residential buildings, schools and hospitals, Guo said. In total, 86 energy-saving houses provided by Beijing had been delivered to Shifang Municipal Welfare Centre. In addition, the city had provided 11,696 jobs to Shifang City residents and received 1,579 students from one of the worst-hit areas in the May 12 quake. The conference proposed 685 post-quake programs with a total investment of 601.7 billion yuan. These included industries of hi-tech, resources, equipment manufacturing, agriculture, service trade, culture, tourism and infrastructure. Beijing and Sichuan companies signed 54 agreements here on Wednesday involving a total investment of 66.6 billion yuan.
