China to open earthquake areas to tourists: report (AP)
CHINESE authorities said today they would open areas devastated by last year’s Sichuan earthquake to tourists as the region struggles to recover from the natural disaster, state media reported.
Nearly 87,000 people were killed or went missing in the May 12 magnitude 8.0 earthquake that left millions homeless and unemployed in China’s mountainous southwest region.
“There is a huge tourism market in the ruins one year after the quake,” Xinhua news agency quoted Wu Mian, deputy director of Sichuan’s tourism bureau, as saying.
“We cannot block the tourists out. We also hope the tourists watch their behaviour and not hurt the feelings of quake survivors.”
Officials hope that increased tourism will help spur rebuilding efforts in the area, it said.

四川灾区医疗重建资金缺口63亿 工程进度缓慢

According to a teleconference of Sichuan medical-sanitation institute on 3rd March 2009, there was a 6.3 billion RMB shortfall in funds for the reconstruction of medical and sanitation facilities. By 27th Feb, only 522 projects had been completed, which accounted for 12.65% of the initial plan. According to Chen Wenhua, vice-governor of Sichuan government, progress in the reconstruction of medical-sanitation facilities has been relatively slow, compared to other public facilities.
“With the current progress, it is rather difficult to complete all these reconstruction projects in only 10 months, and it will get harder and harder,” said Chen. By 27th February 2009, in the 1252 projects that had already received capital from central or provincial government, only 425 of them were under construction or already finished. 10 counties that were identified as “tremendously affected counties” had no projects ongoing.
So how did the lag happen when sufficient subsidies had already arrived? Chen Wenhua had concluded:
Firstly, some local government have not attached sufficient priorty to medical-sanitation projects. Responsibilities were not well defined. Secondly, other public facility projects were given priority in some counties. Last but not least, the imbalance of capital distributed between different counties has substantially hampered progress on reconstruction, which means the general “sufficient subsidies” was actually not enough for certain projects.
To further explain the last point, Chen emphasized that the lack of progress/funds was partially the result of the high construction standards that some local government prescribed, which were not accounted for when budgets were issued centrally.
Chen pointed out that it is vital to define the responsibilities of each level and department of the government in the face of all the demanding work and the tight schedule – all reconstruction work of medical-sanitation institutions must be in progress by the end of March 2009; reinforcement needs to be completed before July; and by the end of 2009, all the newly built town and township clinics must be in operation.

“如果依照目前进度,要在仅有的10个月时间内,基本完成重建,任务十分繁重,难度越来越大”,陈文华说,截止2月27日,在国定和省定重灾县,已经落实资金的1252个项目中,在建和竣工项目仅有425个,有10个县没有开工项目。
资金已经到位,工程为何滞后?陈文华总结了3个原因:一是部分地方政府重视不够,主体责任不到位,“等、靠、要”的思想依然存在。二是一些地方未按要求优先重建医疗卫生机构,国定重灾县间存在明显的资金不均衡现象,资金不足及资金落实不平衡的问题,已经严重影响恢复重建进度。三是部分项目建设标准有所突破,超出了国家的前期批复内容。
陈文华说:“在目前任务重、时间紧的情况下,有必要再次明确各级各部门应承担的职责。”
3月底前市级、县级医疗卫生机构要开工,年底前基本完成主体工程建设;6月底以前,医疗卫生机构维修加固工作要全部完工;年底前,乡镇卫生院建设项目要全部完工并投入使用。

北川擂鼓:新加坡援建饮水项目竣工,第一个村办企业投产

26th Feb 2009, a water supply project that funded by Lian’s, a Singapore NGO, was officially implemented. The water-purify system that cost nearly 2 million RMB can reverse-osmose 60 cubic metres of water and ultra-filtrate 180 cubic metres, which is sufficient for 10 thousand Ligu residents’ daily water usage. Water that is processed by reverse osmosis can be drunk directly without boiling.
On the same day, a water-purification factory was put into production in Shengli Village, Leigu, Beichuan County. This factory, like the residents of the village, has received great deal of support from Lian’s, and became the first village-run factory ‘back to work’ in Beichuan’s reconstruction work and the first in Shengli Village’s history.
It is expected that the factory can provide 120 thousand bottles of purified water every day, 7.2 million RMB yearly profit and 20-100 jobs to local people.
二十六日,新加坡连氏援助组织援建四川省绵阳市北川县擂鼓镇地震极重灾区饮水项目正式投入使用。这组造价近二百万元人民币的饮用水净化系统,每天可通过反渗透技术处理六十立方米和超滤一百八十立方米的饮用水,可解决擂鼓镇一万人的饮水问题。
据悉,通过这种反渗透技术处理过的水,可以不用煮沸而直接饮用,解决了灾区临时生活区的饮水难问题。
同日,日产60吨纯净水生产车间的北川县擂鼓镇胜利村纯净水厂投产。该厂在建设中得到了新加坡连援组织的大力协助,是北川县地震后恢复重建的第一个投入生产的村办企业,也结束了胜利村无集体企业的历史。
该厂投产后,日产12万瓶纯净水,一年可获经济收入720万元,同时解决30至100名农民的就业。

阿坝州启动“地震灾区建筑业农民工免费大培训”

As known from Leading Group Office of Human Recourse, Aba Autonomy will offer training courses to 3500 migrant workers who have been or plan to engage in business of construction work such as masonries, scaffolders, and carpenters, which are urgently needed.
This move could enable the completion of all damaged houses’ reconstruction by Oct. So far, relevant counties have proposed training schemes respectively and the first batch of expenditure has also been distributed.
记者近日从阿坝州人才工作领导小组办公室获悉。2月底前,阿坝州将免费培训3500名拟从事或已从事灾毁房屋重建工程的砌筑、混凝土、钢筋、架子工、木工等急需建筑业农民工。
据了解,为确保阿坝州地震灾区受损农房在9月底前全面完成,阿坝州迅速启动了此项工作。目前各相关县已完成上报培训方案,整个大培训的首批经费也已全部落实到位。

Intel moving assembly operations from Shanghai to Sichuan
The economic downturn has had an enormous impact on the semiconductor sector, forcing companies to take measures to cut costs, said Liu Liang, an analyst at Industrial Securities Co. Ltd. Moving operations from Shanghai, a high-cost city, to a cheaper place like Sichuan might be an effective way to cope with the financial crisis, he said.
In addition, such a move could stimulate the economy in Sichuan, which was still trying to recover from last year’s catastrophic 8.0-magnitude earthquake, Liu said.
The quake uprooted millions of people, leaving many without homes or jobs.
U.S.-based Intel announced the move in a notice posted on its website. The notice said the company would move a Shanghai-based assembly and test factory to Chengdu, capital of Sichuan, within 12 months.
The move will mean increased activity in Chengdu and a corresponding workforce reduction in Shanghai, which will affect about 2,000 employees, it said.
The company said it would offer positions to the employees either in the Chengdu factory, a plant in Dalian that is under construction, or other Intel China locations that need experienced staff.
Intel also intends to increase investment in the Dalian factory, to equip it with the latest available advanced microprocessor technology.
The notice said Shanghai would remain its core research and development base in China, as well as its regional headquarters. Other Intel factories and projects would proceed as planned.
The company also said it would increase its registered capital by 110 million U.S. dollars in Intel China Ltd., the company’s investment holding firm in Shanghai.
“The plans are expected to enhance the capacity of the Chengdu plant, optimize manufacturing resources and consolidate Intel’s operations in China,” said Nancy Zhang, director of the public relations group.
“Intel has been very prudent in making decisions. The proposed policy changes demonstrate Intel’s deep-rooted confidence in the Chinese market,” she said.
She said she could not give further details about the planned changes.
Shanghai municipal commission of commerce said Intel has submitted an application to the Ministry of Commerce for recognizing Intel China Ltd. as a national-level headquarters. The company had been ratified by the Shanghai authority as Intel China’s regional headquarters before.
However, Nancy Zhang said she had no information about this.
According to Shanghai’s preferential policy taking effect last December, a foreign company could get a 5-million-yuan (over 731,000 U.S. dollars) subsidy for opening regional headquarters in the city and more than 2.6 million yuan for renting offices in three years. The opening subsidy could rise to 10 million yuan if the headquarters get recognition from the Ministry of Commerce.

Alpha Communities, who focus on long-term development through education, restoration of degraded environment, renewable energy and micro loans, have sponsored children’s education in Sichuan for over a decade. Since the earthquake, aside from immediate relief projects, they have focused in Sichuan on providing free vocational training to more than 60 laid-off workers in the area around Jiangyou. There is a wide range of training on offer, with most opting for courses in the construction and textile industries. “So far 60 people have finished their vocational training, and all of them have found a job,” Chris Turner, the organisation’s Executive Officer, told SQR.
They have now raised enough funding to put another 100 people through this vocational training after the Spring Festival, he said. On average, a three-month training programme costs 3,000rmb, and the participants are offered the option of a 3,000rmb micro-loan after they graduate.

Authorities in quake-hit Sichuan Province in southwest China plan to invest at least 3 trillion yuan (441 billion U.S. dollars) for reconstruction by 2010, executive vice provincial governor Wei Hong said on Friday.
About 1.67 trillion yuan is needed to rebuild the 139 counties hit by the 8.0-magnitude quake in May, with investment in other development projects to reach almost 700 billion yuan each year between 2008-2010, Wei told a press conference in Beijing.
Under those estimates, spending could approach 3.7 trillion yuan.
Wei said that “the central and provincial governments can only provide 800 billion yuan, or about a fifth of the total investment needed, so we will raise funds from banks, the capital market and donations” to get the rest.
He said reconstruction investment will be 790 billion yuan this year and 1.2 trillion yuan next year.
As of the end of October, the central government had allocated almost 34.5 billion yuan for post-disaster reconstruction and five major banks had agreed to lend 64.73 billion yuan, Wei told reporters.
In addition, Sichuan had reached 1,152 reconstruction agreements with other provinces as well as the Hong Kong and Macao special administrative regions, with a planned investment totaling27 billion yuan, he added.
The 8.0-magnitude quake centered in Sichuan’s Wenchuan County left more than 69,000 people dead, 374,000 injured, 18,000 missing and millions homeless.
More than 31,000 aftershocks have been reported since, with the strongest measuring 6.4 on the Richter scale.
In terms of the intensity and scope of destruction, the May 12 quake is believed to have surpassed the 7.8-magnitude quake in 1976 in Tangshan, northern Hebei Province, which claimed more than 240,000 lives.
